Amanda Quayle | Associate Director - Engagement and Communication, DD Project Consulting
Amanda has worked as part of integrated project teams with Local, State and Federal Government including most recently in leadership roles with Queensland Hydro, Marine Rescue, Games Independent Infrastructure and Coordination Authority (GIICA), and Inland Rail. Prior to this she worked with Transport for NSW as part of the More trains, more services’ program and with Service NSW developing and implementing the Premiers initiative to target the cost-of-living crisis in NSW. As part of these projects she led client side project teams to deliver extensive integrated communications, stakeholder and marketing strategies in highly political and sensitive environments.
Amanda is an experienced and strategic leader specialising in communications, stakeholder engagement and marketing who works closely with stakeholders to consistently deliver high-quality messaging and impactful marketing campaigns.

Lauren Horwill | Cross River Rail Community Relations Monitor
For the past four years, she has served as the independent Community Relations Monitor for Cross River Rail, providing impartial oversight of community engagement, stakeholder relations and complaints management. In this role, she reviews project performance against community commitments, monitors the effectiveness of engagement activities, assesses complaint resolution processes, and provides independent advice to help maintain transparency, accountability and community confidence throughout project delivery.
Lauren has worked with a range of government agencies and major infrastructure projects, including the Games Independent Infrastructure and Coordination Authority (GIICA), the Department of State Development, Infrastructure and Planning, The Wave Stage 1 (Rail), Airport Link, London’s Euston Station Redevelopment and High Speed 2 (HS2).
Russ Vine | General Manager for Strategic Communications and Engagement Cross River Rail Delivery Authority
Russ Vine is the General Manager for Strategic Communications and Engagement at the Cross River Rail Delivery Authority and was one of the first team members to be appointed by CEO Graeme Newton, when the Cross River Rail project first moved into delivery in May 2017.
Promoted to the role of GM in 2022, Russ is proud of everything the Stakeholder Engagement team has achieved to date on a project that has spanned 17 separate work sites and that is one of Queensland’s largest ever infrastructure projects.
Prior to joining the Delivery Authority, Russ was Managing Director of integrated communications agency Ogilvy Brisbane, where he built up significant experience assisting State Government with many of its better known and most successful large-scale community engagement initiatives.
Sally Brough | Head of Stakeholder Engagement, Games Independent Infrastructure Coordination Authority (GIICA)
Sally is a strategic stakeholder and community engagement and issues management specialist with experience across transport, major infrastructure and mining projects in Australia and across the South Pacific.
Sally is the Head of Stakeholder Engagement at the Games Independent Infrastructure Coordination Authority (GIICA). She is responsible for shaping the public facing engagement across 17 very high-profile and complex projects across Queensland.
Prior to GIICA, Sally was the Director of Stakeholder Engagement and Issues Management at Cross River Rail Delivery Authority. Sally played a pivotal role in establishing the stakeholder and community engagement strategy and oversaw its implementation across 7 years on the project. Working with other government agencies and departments, Sally established a new standard in cross government agency coordination to ensure community impacts where minimised during planning phases whilst also achieving a best for projects outcome.
Before CRR, Sally led community and stakeholder engagement on the WestConnect M4East project in Sydney and in mining across South Pacific islands including Public New Guinea, Tonga and the Solomon Islands.
Teresa Henderson | Stakeholder & Community Relations Senior Manager CIMIC Group's CPB Contractors
With more than 20 years of experience in strategic communications, stakeholder engagement and community relations, Teresa is recognised as a highly experienced infrastructure engagement professional with a strong track record of supporting the successful delivery of complex transport and civil infrastructure projects.
A Brisbane local, she has led communication and stakeholder engagement programs on some of Queensland's most significant infrastructure projects, including Cross River Rail, Legacy Way Tunnel, Kingsford Smith Drive Upgrade, Gateway Upgrade North, the Eastern Busway Alliance and the Southern Regional Water Pipeline.
Throughout her career, Teresa has championed stakeholder-centred project delivery, demonstrating how effective engagement can reduce project risk, build community trust and contribute to positive construction outcomes.
